Also recognize that the world drug problem undermines sustainable development, political stability and democratic institutions, including efforts to eradicate poverty, and threatens national security and the rule of law, and that drug trafficking and abuse pose a major threat to the health, dignity and hopes of millions of people and their families and lead to the loss of human lives;

2. In many cases the growth and impact of drug trafficking and abuse, as well as the associated problem of organized crime, are recognized at too late a stage for the implementation of effective prevention programmes.

The following recommendations were made with regard to the role of law enforcement authorities in developing and implementing strategies for preventing drug trafficking and abuse:
١٩- قُدِّمت التوصيات التالية بشأن دور سلطات إنفاذ القانون في وضع وتنفيذ استراتيجيات لمنع الاتجار بالمخدِّرات وتعاطيها:

Areas of attention included juvenile delinquency, trafficking in persons, drug trafficking and abuse, terrorism and organized crime.
وشملت المجالات التي استرعت الانتباه جنوح الأحداث والاتجار بالأشخاص والاتجار بالمخدرات وتعاطيها والإرهاب والجريمة المنظمة.

59. His delegation wished to draw attention to the close relationship between poverty and unemployment, on the one hand, and drug trafficking and abuse, on the other, as it had already done during the fifty-third session.
