28. effective international competition presumes that all suitable and available sources of goods and services are given an opportunity to participate in the Organization's procurement process.

It should be equally noted that " effective international competition " is a procurement principle and, as explained above for the best value for money, it is an Organizational policy translated into a process in the Procurement Manual for the use of all staff involved in procurement-related activities.
