8. Article 3 of the Criminal Act 1991 defines the adult as " a person whose puberty has been established by definite natural features and has completed fifteen years of age. Whoever attains eighteen years of age shall be deemed an adult even if the features of puberty do not appear " .
8- ونص القانون الجنائي لسنة 1991 في المادة 8 منه على أن الطفل المكلف بأنه الشخص الطبيعي البالغ العاقل، وبالغ يعني الشخص الذي ثبت بلوغه الحلم بالأمارات الطبيعية القاطعة وكان قد أكمل الخامسة عشرة من عمره، ويعتبر بالغاً كل من أكمل الثامنة عشرة من عمره ولو لم تظهر عليه علامات البلوغ.

(d) " Child " shall mean any person under eighteen years of age.
(د) يقصد بتعبير " طفل " أي شخص دون الثامنة عشرة من العمر.

Section 31 of the 1991 Constitution guarantees every citizen being eighteen years of age and above and of sound mind, the right to vote and be voted for in all elections - local and national and public referenda.

Moreover, on a point of information, paragraph 2 of the draft text urged States Parties to the Covenant and to the Convention which still maintained the death penalty not to abolish that penalty but rather to comply with the provisions of article 6 of the Covenant, including the provision that " Sentence of death shall not be imposed for crimes committed by persons below eighteen years of age and shall not be carried out on pregnant women " .
كما أوضح لمن يهمه اﻷمر أن الفقرة ٢ من منطوق مشروع القرار لا تطلب إلى الدول اﻷطراف في العهد وفي الاتفاقية، التي لا تزال تطبق عقوبة )السيد بيغر، ايرلندا( اﻹعدام، إلغاء هذه العقوبة، بل الامتثال، خصوصا، ﻷحكام المادة ٦ من العهد، التي تمنع الحكم بهذه العقوبة على " جرائم ارتكبها أشخاص دون الثامنة عشرة من العمر " ، و " تنفيذ هذه العقوبة بالحوامل " .
