The purpose of the mission was to study the country's efforts in dealing with the issue of enforced disappearances, including how it is addressing cases of enforced disappearances which occurred in the past.

To date, the International Criminal Cooperation Service has had no cases of enforced disappearance to deal with. The Central Authority for International Criminal Cooperation would nevertheless be competent in principle to deal with enforced disappearances which did not constitute crimes against humanity.

2. If a State becomes a party to this Convention after its entry into force, the obligations of that State vis-à-vis the Committee shall relate only to enforced disappearances which commenced after the entry into force of this Convention for the State concerned.

92. The situation had given rise to a large number of enforced disappearances, which were currently being looked into by Algeria together with the Working Group on Enforced or Involuntary Disappearances.
92- وأضاف السيد بارة أن هذا الوضع قد تسبب في عدد كبير من حالات الاختفاء القسري التي تخضع الآن للمتابعة من قبل الجزائر والفريق العامل المعني بحالات الاختفاء القسري أو غير الطوعي.

6. This report, in commenting on the articles of the Convention, therefore takes into account the fact that they are applicable solely to enforced disappearances which may have commenced after 23 December 2010.

101. However, while the Group understands the difficulties involved in gathering the information necessary to determine the whereabouts of victims of enforced disappearances which occurred some 20 years ago, the over 3,000 outstanding cases which are still unelucidated remain a matter of serious concern.

5. Expresses its appreciation to those Governments that are investigating, have developed or are developing appropriate mechanisms to investigate any cases of enforced disappearances which are brought to their attention, and urges all the Governments concerned to expand their efforts in this area;
5 - تعرب عن تقديرها للحكومات التي تحقق في جميع حالات الاختفاء القسري التي تصل إلى علمها أو التي وضعت الآليات المناسبة لإجراء تلك التحقيقات أو تعكف على وضعها، وتحث جميع الحكومات المعنية على أن توسع نطاق جهودها في هذا الميدان؛

24. In respect of allegations of enforced disappearances in the Nuba mountains area, the Minister of Justice formed in 1996 a committee to investigate cases of enforced disappearances which the chairman of the Working Group on Enforced or Involuntary Disappearances claimed to have happened in the Nuba mountains area.
24- أما فيما يتعلق بدعاوى الاختفاء القسري في مناطق جبال النوبة، فقد شكَّل وزير العدل في عام 1996 لجنة للتحقيق والتقصي في حالات الاختفاء القسري التي ادعى رئيس الفريق العامل المعني بالاختفاء القسري أو اللاطوعي حدوثها في مناطق جبال النوبة.

4. In this regard, it should be recalled that article 35.1 of the Convention provides that the Committee " shall have competence solely in respect of enforced disappearances which commenced after the entry into force of this Convention " .
4- وينبغي التذكير في هذا الصدد بأن المادة 35-1 من الاتفاقية تنص على أنْ " يقتصر اختصاص اللجنة على حالات الاختفاء القسري التي تبدأ بعد دخول هذه الاتفاقية حيز النفاذ " .

The Working Group on Enforced or Involuntary Disappearances visited Timor-Leste from 7 to 14 February 2011. The purpose of the visit was to learn about the efforts made to address enforced disappearances which occurred in the past.
قام الفريق العامل المعني بحالات الاختفاء القسري أو غير الطوعي بزيارة إلى تيمور ليشتي في الفترة من 7 إلى 14 شباط/فبراير 2011. وكان الغرض من الزيارة هو التعرف على ما بُذل من جهود لمعالجة حالات الاختفاء القسري التي وقعت في الماضي.

20. Mr. Garcé García y Santos said that the Committee should examine the issue of information regarding enforced disappearances which had occurred before 23 December 2010.
