10. The Bulgarian Government also calls for the swift conclusion of a comprehensive test-ban treaty. The international community needs such a treaty that will attract the adherence of all States and contribute to the process of nuclear disarmament, and, therefore, to the enhancement of international peace and security and the prevention of the proliferation of nuclear weapons in all its aspects.

Recommends that the relevant international forums, in particular the Conference on Disarmament, should immediately start negotiations on nuclear disarmament to reduce nuclear weapons globally within a phased programme, with the ultimate goal of eliminating those weapons, thus contributing to the enhancement of international peace and security and the protection of human rights and fundamental freedoms and above all the right to life.
٢- توصي المحافل الدولية المعنية، ولا سيما مؤتمر نزع السلاح، بالشروع فوراً في مفاوضات بشأن نزع السلاح النووي بغية تخفيض اﻷسلحة النووية على الصعيد العالمي في إطار برنامج مرحلي، وصولاً إلى الغاية النهائية المتمثلة في إزالة تلك اﻷسلحة، واﻹسهام بالتالي في تعزيز السلم واﻷمن الدوليين وحماية حقوق اﻹنسان والحريات اﻷساسية، وعلى رأسها الحق في الحياة.
