وإذ يعرب عن ارتياحه وإدراكه للتعاون الإيجابي المستمر بين برنامج الأمم المتحدة للبيئة ومكتب الأمم المتحدة لتنسيق الشؤون الإنسانية من خلال وحدة البيئة المشتركة بينهما في مجال تعزيز قدرة المجتمع الدولي على مساعدة البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال على الاستجابة للطوارئ البيئية؛

21. Appeals to the General Assembly at its fifty-sixth session, in order to strengthen the United Nations Environment Programme, to consider positively a substantial increase in the regular budget allocation to the United Nations Environment Programme and the United Nations Office at Nairobi in the United Nations regular budget for the biennium 2002-2003;

Also requests the Secretary-General to keep the resource needs of the United Nations Environment Programme and the United Nations Office at Nairobi under review so as to permit the delivery in an effective manner of necessary services to the United Nations Environment Programme and other United Nations organs and organizations in Nairobi.

In formulating his proposed programme budget for the biennium 2008-2009, the Secretary-General had reviewed the resource needs of the United Nations Environment Programme and the United Nations Office at Nairobi, and the resource requirements contained therein were considered adequate to respond to the terms of the draft resolution.

The existing contribution of the United Nations to the International Consortium on Combatting Wildlife Crime, as well as the work of the United Nations Development Programme, the United Nations Environment Programme and the United Nations Office on Drugs and Crime was recognized and particular initiatives were highlighted, including on rural livelihoods, the rule of law and the use of modern criminal investigative techniques.
