15. Regulation 13 provides that the Minister may, on application, grant a person a permit authorizing the making available of an asset to a person or entity that would otherwise contravene regulation 11, or a use of, or dealing with, a controlled asset, as allowed by, and subject to the conditions set out in, paragraphs 19, 20 and 21 of resolution 1970 (2011).
