The second sentence of the same paragraph entitles individuals to a fair and public hearing by a competent, independent and impartial tribunal established by law, if they face any criminal charges or if their rights and obligations are determined in a suit at law.
أما الجملة الثانية من الفقرة نفسها فتمنح الأفراد الحق في محاكمة عادلة وعلنية أمام محكمة مختصة ومستقلة وحيادية ومنشأة بحكم القانون إذا كانوا يواجهون أي اتهامات جنائية أو لدى الفصل في حقوقهم والتزاماتهم في أية دعوى مدنية.

From that point of view, the essence of article 14 became a nonderogable and absolute issue; namely that part of the article relating to the right to a fair and public hearing by a competent, independent and impartial tribunal established by law and the right to be presumed innocent.
