1389. While the Committee welcomes the measures taken to comply with the Committee’s recommendation (ibid., paras. 154 and 163), it is still concerned about the insufficient alternative care available for children deprived of a family environment.

(c) Develop a policy on alternative care for children deprived of a family environment focusing on the best interests of the child and assume primary responsibility in close cooperation with civil society actors for the identification of all children victims of abuse at home in need of alternative care;

183. While the Committee welcomes the measures taken by the State party to comply with the Committee's recommendation (CRC/C/15/Add.13, para. 18), it is still concerned about the insufficient alternative care measures for children deprived of a family environment.

965. While the Committee welcomes the measures taken by the State party to comply with the Committee’s recommendation (CRC/C/15/Add.13, para. 18), it is still concerned about the insufficient alternative care measures for children deprived of a family environment.

24. CRC noted with concern the high numbers of vulnerable and orphaned children and recommended that Djibouti, inter alia, provide special protection for children deprived of a family environment and ensure that an appropriate monitoring mechanism is in place to monitor alternative care facilities and foster care/guardianship programmes.

(b) The inadequacy of alternative family- and community-based options for children deprived of a family environment or children with special protection needs, with the majority of children being placed in institutions; and insufficient efforts being made to reunite such children with their biological families, resulting in many of those children remaining in institutions until the age of 18;

221. In view of article 20 (3) of the Convention, the Committee recommends that the State party give consideration to the establishment of alternative care measures, such as kafalah, for children deprived of a family environment.

The Committee shares the State party's concern that alternative care mechanisms and institutions are insufficient to respond to the number of children requiring such care in Aruba, and reiterates its concern regarding the lack of alternatives to residential care for children deprived of a family environment in the Netherlands.

The Committee recommends that the State party introduce legislation ensuring the child's right to contact or visit the parent when the child is deprived of a family environment, as well as establish a system to monitor the conditions of alternative care designated for children deprived of a family environment.

54. The Committee is concerned that domestic adoption for children deprived of a family environment is not promoted, developed or applied as an alternative to public care, even in situations where it is in the best interests of the child.
