Preceding the adoption of the specific Law and Regulation on Domestic Violence, a Joint Agreement on Integrated Services for victims of violence against women and Children was signed in 2002 between the State Minister for Women Empowerment, Minister of Health, Minister of Social Affairs and Head of National Police.

In 2013, the Government approved the National Action Plan for the Prevention and Elimination of Violence against Women for 2014 - 2019, which included solutions for institutional support for victims of violence against women and domestic violence.
