Appropriations required in respect of obligations to Governments for troops, formed police units, logistical support and other goods supplied and services rendered to peacekeeping operations shall be retained beyond the twelve-month period provided for in regulation 5.3 if the requisite claims are not received or processed during the financial period to which they pertain.
البند 5-5: يحتفظ بالاعتمادات المتعلقة بالتزامات مستحقة للحكومات عما قدمته لعمليات حفظ السلام من القوات والوحدات الشُرطيّة المشكلة والدعم اللوجستي وغير ذلك من السلع الموردة والخدمات المقدمة لفترة تتجاوز فترة الإثني عشر شهرا المنصوص عليها في البند 5-3 إذا لم تصل المطالبات اللازمة أو لم يتم تجهيزها خلال الفترة المالية التي تتعلق بها.

(a) At the end of the 12-month period provided for in regulation 4.3, any unliquidated obligations of the financial period in question relating to goods supplied and services rendered by Governments for which claims have been received or which are covered by established reimbursement rates shall be transferred to accounts payable; such accounts payable shall remain recorded in the special account until payment is effected;

Appropriations required in respect of commitments to Governments for troops, formed police units, logistical support and other goods supplied and services rendered to peacekeeping operations shall be retained beyond the 12-month period provided for in regulation 5.3 if the requisite claims are not received or processed during the period to which the appropriations relate.
البند 5-5: يحتفظ بالاعتمادات المتعلقة بالتزامات مستحقة للحكومات عما قدمته لعمليات حفظ السلام من القوات والوحدات الشُرطيّة المشكلة والدعم اللوجستي وغير ذلك من السلع الموردة والخدمات المقدمة لفترة تتجاوز فترة الاثني عشر شهرا المنصوص عليها في البند 5-3 إذا لم تصل المطالبات اللازمة أو لم يتم تجهيزها خلال الفترة التي تتعلق بها الاعتمادات.

Regulation 5.5: Appropriations required in respect of commitments to Governments for troops, formed police units, logistical support and other goods supplied and services rendered to peacekeeping operations shall be retained beyond the twelve-month period provided for in regulation 5.3 if the requisite claims are not received or processed during the period to which the appropriations relate.
البند 5-5: يحتفظ بالاعتمادات المتعلقة بالتزامات مستحقة للحكومات عما قدمته لعمليات حفظ السلام من القوات والوحدات الشُرطيّة المشكلة والدعم اللوجستي وغير ذلك من السلع الموردة والخدمات المقدمة لفترة تتجاوز فترة الإثني عشر شهرا المنصوص عليها في البند 5-3 إذا لم تصل المطالبات اللازمة أو لم يتم تجهيزها خلال الفترة التي تتعلق بها الاعتمادات.

51. Regulation 5.3 of the Financial Regulations and Rules of the United Nations states that appropriations shall remain available for 12 months following the end of the financial period to which they relate to the extent that they are required to discharge obligations in respect of goods supplied and services rendered in the financial period and to liquidate any other outstanding legal obligation of the financial period.
51 - وينص البند 5-3 من النظام المالي والقواعد المالية للأمم المتحدة على أن تبقى الاعتمادات متاحة لمدة اثني عشر شهرا بعد نهاية الفترة المالية التي خُصصت لها وذلك إذا ما اقتضت دفع تكاليف ما يرد إليها من بضائع ويقدّم إليها من خدمات في الفترة المالية ودفع أي تكاليف أخرى ملزمة بها للفترة المالية.

The additional requirements are due for the most part to outstanding claims from Governments for goods supplied and services rendered to UNTAC.
وتعزى الاحتياجات اﻹضافية، في أغلبها، للمطالبات غير المدفوعة المقدمة من الحكومات عن السلع والخدمات المقدمة للسلطة الانتقالية.
