والواضح أن هناك أموراً أكثر من ذلك بكثير ينبغي الاضطلاع بها إذا أرادت الدول الحائزة لمخزونات وترسانات أسلحة الدمار الشامل أن تستجيب حقاً الى النداء الذي توجهه دوائر هامة داخل بلدانها ونداء المجتمع الدولي ككل.
