Also encourages all Governments to respond favourably to the joint appeal from the High Representative, the Organization for Security and Cooperation in Europe and the Council of Europe for voluntary contributions to the Organization for Security and Cooperation in Europe fund established to finance the Commission on Human Rights for Bosnia and Herzegovina, other institutions of justice and elections in this State;
