The existence of a plurality of injured entities would depend, first, on whether the obligation breached is owed to (a) two or more organizations or (b) to one or more organizations and to one or more States, and, moreover, on whether the conditions that are laid down for determining whether an entity is injured by the breach of the obligation are fulfilled.
