In accordance with HSFCA, the Secretary of Commerce (the Secretary) had promulgated regulations to establish a permitting system for high-seas fishing vessels, collect application fees and provide notice of international conservation and management measures recognized by the United States.

11. 1993 Agreement to Promote Compliance with international conservation and Management Measures by Fishing Vessels on the High Seas.

These commitments include the 1995 United Nations Fish Stocks Agreement, the 1993 Food and Agriculture Organization of the United Nations (FAO) Agreement to Promote Compliance with international conservation and Management Measures by Fishing Vessels on the High Seas, and the 1995 Code of Conduct for Responsible Fisheries.

6. Calls upon States and other entities referred to in article 10, paragraph 1, of the Agreement to Promote Compliance with international conservation and Management Measures by Fishing Vessels on the High Seas that have not done so to accept the Agreement;
