Article 13 was retained as a reminder for parties that the facilitative rules on the Convention do not relieve them from any obligation they may have to comply with domestic legal requirements that may impose a duty to make contract terms available, for instance pursuant to regulatory regimes governing the provision of online services, especially under consumer protection regulations (a/CN.9/509, para. 63).
