69. Safety of navigation and environmental protection in straits used for international navigation, in particular in the Straits of Malacca and Singapore, continue to be the focus of attention of the States bordering straits and user States.

In that respect, we welcome the regional efforts made in the context of establishing cooperative mechanisms on safety of navigation and environmental protection and particularly welcome the coming into force on 4 September 2006 of the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia and the launch of its information-sharing centre.

The establishment of the Cooperative Mechanism on the safety of navigation and environmental protection in the Straits of Malacca and Singapore in September 2007 was a landmark achievement, as it provides a platform for the littoral States to engage user States, the shipping industry and other stakeholders in enhancing the safety of navigation and protection of the marine environment in the Straits.

In adopting the Rules and Recommendations, the Maritime Safety Committee stressed that they had been established purely for the purpose of the safety of navigation and environmental protection and were not intended in any way to affect or prejudice the rights of any ship using the Straits under international law, including the Convention on the Law of the Sea and the 1936 Montreux Convention regarding the Regime of the Straits.

68. Straits used for international navigation. With respect to the Cooperative Mechanism between the littoral States of the Straits of Malacca and Singapore and user States on safety of navigation and environmental protection in the Straits, a joint technical arrangement was signed between the States bordering the Straits and IMO at the second cooperation forum held in Singapore in October 2009.

The meeting produced the Singapore Statement, which emphasized the need to continue supporting the work of the Tripartite Technical Expert Group on Safety of Navigation, as well as the Cooperative Mechanism established by the littoral States to promote dialogue and close cooperation between the littoral States, user States, the shipping industry and other stakeholders on safety of navigation and environmental protection (see A/62/518, annex).
