The present report elaborates on the proposals contained in the above-mentioned note, taking into account the observations and suggestions made subsequently in response to the note verbale of the Secretary-General of June 1995 addressed to Member States, as well as additional information provided by entities of the United Nations system, other intergovernmental organizations and non-governmental organizations.

1. Article 19 (a) of the regulations of the United Nations Joint Staff Pension Fund (UNJSPF) provides that the investment of the assets of the Fund shall be decided upon by the Secretary-General after consultation with an Investments Committee and in the light of observations and suggestions made from time to time by the United Nations Joint Staff Pension Board on the investments policy.

The Committee recalls that, under article 19 of the regulations of the Fund, " the investments of the assets of the Fund shall be decided upon by the Secretary-General after consultation with an investment committee in the light of the observations and suggestions made from time to time by the Board on the investment policy. (a) Investments. In consultation with the Investments Committee established in accordance with article 20 of the regulations of the Fund, and in the light of observations and suggestions made from time to time by the Pension Board on investment policy, the representative will be responsible for an investment strategy and a coherent framework of investment operations aimed at meeting and exceeding the long-term real rate of return goal.

(a) Giving the Office a truly legislative status by adopting, as soon as possible, the existing bill once it has been amended in the light of the observations and suggestions made in December 2005 by the specialized services of the Office of the United Nations High Commissioner for Human Rights in order to bring it into line with United Nations norms in this area (Paris Principles);
(أ) تزويد مكتب أمين المظالم بمركز قانوني حقيقي باعتماد مشروع القانون الحالي، عما قريب إن أمكن، بعد تعديله أخذاً في الاعتبار الملاحظات والاقتراحات المقدمة في شهر كانون الأول/ديسمبر 2005 من الفروع المختصة في مفوضية الأمم المتحدة السامية لحقوق الإنسان، وذلك بغية جعله مطابقاً للمعايير التي اعتمدتها الأمم المتحدة في هذا الصدد (مبادئ باريس)؛
