Reinforcement of the rule of law, economic growth and the protection of the human rights and fundamental freedoms of all citizens of Bosnia and Herzegovina, particularly vulnerable groups such as refugees and IDPs, were the essential precondition for the effective implementation of Annex VII of the Peace Agreement.
