The first (closed) meeting of the International Steering Committee for the World Conference of Ministers Responsible for Youth, organized in cooperation with the United Nations, will take place today, 14 October 1997, from 12.30 p.m. to 2.45 p.m. and from 5 p.m. to 7.30 p.m. in Conference Room 8, under the Chairmanship of H.E. Mr. Antonio Jose Martins Seguro, Secretary of State for Youth of the Republic of Portugal.

In this connection, we would like to emphasize and express thanks for the work done by the Independent World Commission on the Oceans, chaired by the former President of the Republic of Portugal, Mr. Mário Soarès.

In Macau, the right to enjoy and participate in cultural life is fundamentally defined by the cultural rights enshrined in the Constitution of the Republic of Portugal (arts. 73 and 78).

Although it is within the competence of the Macau Legislative Assembly (art.31 (1) (b) of the Organic Statute) to deal with issues pertaining to rights, freedoms and guarantees, any restrictions imposed on those rights, freedoms and guarantees are subject to the provisions of article 18 of the Constitution of the Republic of Portugal.

In accordance with the Joint Declaration of the Government of the People's Republic of China and the Government of the Republic of Portugal on the Question of Macau signed on 13 April 1987 (hereinafter referred to as the Joint Declaration), the Government of the People's Republic of China will resume the exercise of sovereignty over Macau with effect from 20 December 1999.
وفقاً للإعلان المشترك بين حكومة جمهورية الصين الشعبية وحكومة جمهورية البرتغال بشأن مسألة ماكاو، الموقع في 13 نيسان/أبريل 1987 (المشار إليه فيما يلي بالإعلان المشترك)، ستستأنف حكومة جمهورية الصين الشعبية ممارسة السيادة على ماكاو اعتباراً من 20 كانون الأول/ديسمبر 1999.
