Other strategic goals of the new orientation are: to place communications and information functions at the heart of the strategic management of the Organization; provide overall direction and coordination of a unified communications strategy; and develop a culture of communications throughout the Organization.

The reorientation reports have focused on the Department's efforts to achieve this basic objective by ensuring that communications is placed at the heart of the strategic management of the United Nations, and have highlighted the steps taken by the Department of Public Information to implement the programmes necessary to fulfil this end.

16. With communications placed at the heart of the strategic management of the United Nations, the Department has remained fully engaged in thematic communications campaigns, using all the assets at its disposal, including its multimedia outlets, outreach to civil society, private sector partnerships and, at the local level, the United Nations information centres.
16 - نظرا إلى أن الاتصالات أضحت في صميم الإدارة الاستراتيجية للأمم المتحدة، ظلت إدارة شؤون الإعلام تعمل على قدم وساق في مجال حملات الاتصالات التخصصية مستخدمة جميع الإمكانات المتاحة لها، بما في ذلك منافذها على وسائط الإعلام المتعددة، والاتصال بالمجتمع المدني، والشراكات مع القطاع الخاص، فضلا عن مراكز الأمم المتحدة للإعلام على المستوى المحلي.

The move to resultsbasedbudgeting provides therefore legislative bodies and secretariats with an ideal tool to better match words with deeds in their quest for improved multilingualism, in particular by allowing them to place public information and communications at the heart of the strategic management of their respective organizations as emphasized by the General Assembly in resolution 56/64 quoted above.

UNEP has been informed that OIOS has included in its workplan for 2011 an audit of the strategic management of UNEP-administered multilateral environmental agreements with a view to providing reasonable assurance regarding the management of risk, strategic planning and compliance with regulations and rules.

The Co-Executive Secretary of the Convention Secretariat (UNEP part) has requested UNEP to include in the United Nations Office of Internal Oversight Service workplan for 2010 an audit of the strategic management of the multilateral environmental agreements for which UNEP provides secretariat, functions including administrative arrangements, governance, accountability and oversight.
