First, what needs to be asked is: how important is the pursuit of elevated levels of negative security assurances? In 1995, within the framework of the NPT, it was agreed that further steps should be considered on NSA.

3. The second round of informal consultations was originally planned to concentrate on the examination of possible proposals of elements that might be included in any new international arrangement(s) on NSA.

2. In accordance with the work plan proposed by the Coordinator (attachment 1), the discussions during this first round of informal consultations on NSA were centered on an overview of the existing framework, and on the interpretation and clarification of some key elements, like nature of the existing commitments, definition of aggression etc.

a. A more structured round of substantive discussions on NSA should take place during the next session of the CD, based on a revised list of questions, with a view to build upon the 2007 discussions and to try to overcome the existing differences.

The Conference, in our view, can move immediately to establish two ad hoc committees, one on NSA, where we already have a consensus mandate, which has been the basis the negotiations of the Ad Hoc Committee in the past and is simply the continuation of those negotiations, and the other on agenda item 7, Transparency in armaments.

Therefore, having made these points, I would like to support what was proposed by the Ambassador of Pakistan a few minutes ago, that we now see whether there is any opposition to the establishment of an ad hoc committee on NSA at this session.
