I have the pleasure to transmit herewith the text of the Madrid Declaration and Plan of Action on strengthening the legal regime against terrorism in West and Central Africa.

The resolution has led to an expansion of the technical assistance activities of UNODC in legal and related capacity-building matters, in particular within the framework of its global project on strengthening the legal regime against terrorism.

The full-fledged project on strengthening the legal regime against terrorism encompasses, inter alia, providing direct legislative assistance to assist countries in preparing the bills necessary for becoming party to the international instruments related to the prevention and suppression of international terrorism.

In fulfilment of paragraph 12 of General Assembly resolution 62/175, UNODC has continued to enhance its delivery to Member States of technical assistance on legal and related capacity-building matters, within the framework of its global project on strengthening the legal regime against terrorism.

It fully endorsed the 2006 Madrid Declaration and Plan of Action on strengthening the legal regime against terrorism in West and Central Africa and hoped that appropriate steps would be taken to give effect to the commitments made at the national, regional and international levels.
