Consultations aiming at ascertaining the preparedness of States other than Iraq for the effective implementation of the mechanism have been conducted by the Executive Chairman of the Special Commission and their outcome was formally communicated to our respective offices on 16 September 1996.
وقد أجرى الرئيس التنفيذي للجنة الخاصة مشاورات تستهدف التأكد من استعداد الدول اﻷخرى غير العراق لتنفيذ اﻵلية بشكل فعال، وتم إبلاغ مكتبينا بصورة رسمية في ١٦ أيلول/سبتمبر ١٩٩٦، بنتائج تلك المشاورات.

Included amongst those items are dual-use items which will fall under the mechanism; therefore, the draft resolution provides that the obligation to notify will become effective for all States except Iraq as of the date on which the Secretary-General and the Director General of the International Atomic Energy Agency report to the Council that they are satisfied with the preparedness of States.

100. All other States must notify the joint unit, from a date to be determined by the Secretary-General and the Director General of IAEA and reported to the Council, after their consultations with the members of the Council and other interested States, that they are satisfied with the preparedness of States for the effective implementation of the mechanism.
٠٠١ - وعلى جميع الدول اﻷخرى أن تخطر الوحدة المشتركة، ابتداء من موعد سيحدده اﻷمين العام والمدير العام للوكالة الدولية للطاقة الذرية، بعد تشاورهما مع أعضاء المجلس والدول اﻷخرى المهتمة باﻷمر وإبلاغ المجلس بارتياحهما إزاء استعداد الدول لتنفيذ اﻵلية بشكل فعال.

No such negative indications having been received by 15 September, the Executive Chairman recommended in communications of 16 September 1996 to the Secretary-General and to the Director General of IAEA that they report to the Council that they are satisfied with the preparedness of States for the effective implementation of the mechanism.
