In paragraph 5 of the decisions, the conferences of the parties requested the secretariats of the three conventions to pursue further cooperation and coordination in respect of activities that were not listed in annex I to the decisions but were included in the approved programmes of work and budgets for 2012 - 2013 and could be undertaken in a costneutral manner.

Additional activities that were included in the approved programmes of work and budgets for 2012 - 2013 that the Secretariat has been undertaking in a cooperative and coordinated manner pursuant to paragraph 5 of the 2011 synergies decisions, such as international cooperation and coordination activities, are described in document UNEP/FAO/CHW/RC/POPS/EXCOPS.2/INF/13.

Welcomes the extensive consultations that have taken place between the Executive Director and the Committee of Permanent Representatives on the preparation of the draft programme of work and budget for the biennium 2012 - 2013 and requests the Executive Director to hold such consultations for the preparation of all future programmes of work and budgets;

In its response, FAO also suggested that the focal point on tobacco or health should make concrete proposals for inter-agency consultation and system-wide collaboration, taking into account the fact that individual plans of work are already being developed within the programmes of work and budgets of the various agencies, although those plans refer to sectoral activities.

2. The co-chair of the contact group on synergies and budget matters subsequently reported that the group had reached agreement on the programmes of work and budgets for the Basel, Rotterdam and Stockholm conventions, noting in particular that the average increase in the core operating budgets for the conventions had been held to 1.39 per cent, very close to the agreed target of zero nominal growth.
