Article 34 of the Cartagena Protocol states: " The Conference of the Parties serving as the meeting of the Parties to this Protocol shall, at its first meeting, consider and approve cooperative procedures and institutional mechanisms to promote compliance with the provisions of this Protocol and to address cases of non-compliance.
35- تنص الفقرة 34 من بروتوكول قرطاجنة على ما يلي: " يقوم مؤتمر الأطراف الذي يعمل كاجتماع للأطراف في هذا البروتوكول في اجتماعه الأول، ببحث واعتماد إجراءات تعاونية وآليات مؤسسية لتشجيع الامتثال لأحكام هذا البروتوكول والتصدي لحالات عدم الامتثال.

Each High Contracting Party shall also require that its armed forces issue relevant military instructions and operating procedures and that armed forces personnel receive training commensurate with their duties and responsibilities to comply with the provisions of this Protocol.
3- على كل طرف من الأطراف المتعاقدة السامية أيضاً أن يلزم قواته المسلحة بأن تصدر تعليمات عسكرية وأوامر عمليات ذات صلة بالموضوع، وأن يفرض تلقي أفراد القوات العسكرية تدريباً يتناسب مع واجباتهم ومسؤولياتهم بالامتثال لأحكام هذا البروتوكول.
