At the same time, the Staff Rules have always permitted staff to retain nationality in more than one country, the Secretary-General being given the authority to determine the country with which the staff member is more closely associated, and whose nationality will be recognized by the Organization.

1. On 25 November 1992, the General Assembly adopted resolution 47/29 entitled " Observer status of national liberation movements recognized by the Organization of African Unity and/or by the League of Arab States " , the operative part of which reads as follows:
١ - اتخذت الجمعية العامة في ٢٥ تشرين الثاني/نوفمبر ١٩٩٢ القرار ٤٧/٢٩ المعنون " منح مركز المراقب لحركات التحرير الوطني التي تعترف بها منظمة الوحدة الافريقية أو جامعة الدول العربية أو كلتاهما " ، وفيما يلي نص منطوقه:

Delegations of the national liberation movements recognized by the Organization of African Unity and/or by the League of Arab States and accorded observer status by international organizations are, in accordance with the provisions of the above-mentioned Convention, accorded, during their presence in Ukraine, the facilities, privileges and immunities necessary for the performance of their functions.
ووفود حركات التحرير الوطني التي تعترف بها منظمة الوحدة الافريقية أو جامعة الدول العربية أو كلتاهما، والتي منحت مركز المراقب في المنظمات الدولية، تُمنح، في أثناء وجودها في أوكرانيا، التسهيلات والامتيازات والحصانات اللازمة لاضطلاعها بمهامها.

The item entitled " Observer status of national liberation movements recognized by the Organization of African Unity and/or by the League of Arab States " was included in the provisional agenda of the forty-ninth session of the General Assembly, pursuant to Assembly resolution 47/29 of 25 November 1992.

As clearly established by General Assembly resolution 1514 (XV), the principle of self-determination did not apply in the cases of special and particular colonial cases involving sovereignty disputes recognized by the Organization.
وكما حددت الجمعية العامة بوضوح في قرارها 1514 (د-15)، فإن مبدأ تقرير المصير لا ينطبق في حالات استعمارية خاصة ومحددة تنطوي على نزاعات على السيادة تعترف بها المنظمة.
