The fundamental responsibility of the international community under the present circumstances is unreservedly to respect and support Afghanistan's sovereignty and territorial integrity, strictly to refrain from interfering in the internal affairs of Afghanistan, to respect the right of the Afghan people to determine their own destiny, and to abstain from any move that could further aggravate or complicate the situation.
وتتمثل المسؤولية اﻷساسية للمجمتع الدولي في ظل الظروف الراهنة في أن يحترم احتراما مطلقا سيادة أفغانستان وسلامتها اﻹقليمية، وأن يمتنع امتناعا تاما عن التدخل في الشؤون الداخلية ﻷفغانستان، وأن يحترم حق الشعب اﻷفغاني في تقرير مصيره، وأن يمتنع عن أي عمل من شأنه أن يزيد من تفاقم أو تعقيد الحالة.

If we do not do so, it will continue to serve as a justification for many countries to refrain or abstain from voting on relevant resolutions that are presented as part of the work of the General Assembly. This imbalance will also serve as justification for a number of Member States who have signed the Convention to withdraw from it, in accordance with article 20 of the Convention itself.
إن إغفال هذه المطالب والشواغل سيكون على الدوام مبررا لوفود دول عديدة للامتناع عن التصويت على مشروع القرار الذي يقدم بصورة دورية في هذا الشأن ضمن أعمال اللجنة الأولى، وسيكون مبررا لأطراف عديدة في الاتفاقية قد تكون انضمت دون ترو للانسحاب منها وفقا، للمادة 20 من الاتفاقية ذاتها.
