1. On 21 May 1997, the Security Council met to discuss how to improve protection for humanitarian assistance to refugees and others in conflict situations.

On 29 September the Security Council held an open debate on protection for humanitarian assistance to refugees and others in conflict situations on the basis of a report of the Secretary-General (S/1998/883).

As described in my report on protection of humanitarian assistance to refugees and others in conflict situations, there has been a disturbing increase in the number and scale of direct attacks or use of force against personnel of United Nations and other humanitarian organizations.

As a result of these consultations, a number of possible options have been proposed to the Council, depending on the specific circumstances in each situation.

The Security Council will hold an open meeting on Tuesday, 29 September 1998, at 10.30 a.m., at which it will consider the report of the Secretary-General to the Security Council on protection for humanitarian assistance to refugees and others in conflict situations (S/1998/883).

It is against this background that my delegation welcomes the public debates held by the Security Council during the last year on the protection of humanitarian assistance to refugees and others in conflict situations as well as on the impact of armed conflict on children.
وإزاء هذه الخلفية يرحب وفد بلدي بالمناقشات العامة التي عقدها مجلس اﻷمن أثناء العام الماضي بشأن حماية المساعدة اﻹنسانية المقدمة إلى اللاجئين وغيرهم في حالات النزاع فضلا عن أثر النزاع المسلح على اﻷطفال.

While full respect must be shown for the sovereignty, independence and territorial integrity of the States concerned, where States are unable or unwilling to meet their responsibilities towards refugees and others in conflict situations, the international community should ensure that victims receive the assistance and protection they need to safeguard their lives.
ولئن كان لا بد من إبداء الاحترام لسيادة الدول المعنية واستقلالها وسلامتها اﻹقليمية، ينبغي على المجتمع الدولي حيثما تكون الدول غير قادرة على الوفاء بمسؤولياتها تجاه اللاجئين وغيرهم في حالات النزاع أو غير راغبة في ذلك، أن يكفل تلقي الضحايا المساعدة والحماية اللتين هم بحاجة إليهما ﻹنقاذ حياتهم.
