2. Mr. Murase (Japan) said that it was regrettable that over the past 11 years the General Assembly had repeatedly deferred a decision on the final form the draft articles should take. That was somewhat irresponsible on the part of an organ charged with establishing and enhancing the rule of law in the international community.
2 - وقال السيد موراس (اليابان) إنه من المؤسف قيام الجمعية العامة على مدى السنوات الـ 11 الماضية بإرجاء البت في الشكل النهائي الذي ينبغي لمشاريع المواد أن تتخذه واعتبر ذلك عملا غير مسؤول نوعا ما من قِبل جهاز مكلَّف بوضع وتعزيز سيادة القانون في المجتمع الدولي.

3. Since the work of the Court was explained in detail in its annual report (A/65/4), he would like to focus on a subject of widespread interest within and outside the United Nations system, namely, the rule of law in the international community.
3 - ونظرا إلى أن عمل المحكمة موضح بالتفصيل في تقريرها السنوي (A/65/4)، فقد أعرب الرئيس عن رغبته في التركيز على موضوع يحظى باهتمام واسع داخل منظومة الأمم المتحدة وخارجها، وهو تحديدا سيادة القانون في المجتمع الدولي.
