The Conference concluded that States have an obligation not only to respect but also to ensure respect for international humanitarian law and should do their utmost to encourage States and other parties to an armed conflict to comply with international humanitarian law.

International humanitarian law requires that States and other parties to an armed conflict or other form of armed violence ensure the proper and dignified management of the dead, to help clarify the fate of missing persons.

International humanitarian law and, particularly following the end of hostilities, human rights law, requires that States and other parties to an armed conflict or other form of armed violence ensure proper and dignified burial and commemoration of the dead and that they help clarify the fate of missing persons.
ويلزم القانون الإنساني الدولي وقانون حقوق الإنسان، خصوصا عقب انتهاء الأعمال العدائية، الدول وسائر أطراف النزاع المسلح أو غيره من ضروب العنف المسلح، بأن تكفل الدفن الكريم للموتى وإحياء ذكراهم، وأن تساعد في استيضاح مصير المفقودين.
