(a) If they committed a crime envisaged under the norms of international law recognized by the Republic of Tajikistan or under inter-State treaties and agreements;
(أ) إذا ارتكبوا جريمة منصوصا عليها بموجب قواعد أحد القانون الدولي التي تعترف بها جمهورية طاجيكستان أو بموجب المعاهدات والاتفاقات المبرمة بين الدول؛

(a) If they commit an offence specified in the international legal norms recognized by the Republic of Tajikistan or in an inter-State treaty or agreement;
(أ) إذا ارتكبوا جريمة منصوصا عليها في القواعد القانونية الدولية التي تعترف بها جمهورية طاجيكستان أو في معاهدة أو اتفاق بين الدول؛

(b) If they committed a particularly grave or a grave crime (the commission of terrorist acts falls within the category of particularly grave crimes, under article 18 of the Penal Code) against nationals of Tajikistan or the interests of the Republic of Tajikistan.
(ب) إذا ارتكبوا جريمة ذات خطورة خاصة أو جريمة خطيرة (ويدخل ارتكاب الأعمال الإرهابية ضمن فئة الجرائم ذات الخطورة الخاصة بموجب المادة 18 من قانون العقوبات) ضد رعايا طاجيكستان أو ضد مصالح جمهورية طاجيكستان.

Article 69, paragraph 19, of the Tajik Constitution and article 2 of the aforementioned Act stipulate that a state of emergency applicable throughout the territory of Tajikistan or in individual oblasts, districts or cities shall be proclaimed by presidential decree, which shall immediately be submitted for approval by a joint session of the Majlisi Milli and the Majlisi Namoyandagon of the Majlisi Oli, with notification to the United Nations.
