13. The Advisory Committee also notes that the budget document identifies weaknesses and inconsistencies encountered by the Secretariat in the application of regulation 5.6, including the categorization of outputs, the treatment of changes in output quantities from one biennium to the next and the identification and treatment of non-recurrent outputs.
