I have the honour to transmit herewith the text of the Agreement on Normalization of Relations between the Republic of Croatia and the Federal Republic of Yugoslavia.

However, both parties have continued to reiterate their firm commitment to a negotiated resolution of the disputed issue of Prevlaka, in accordance with the Agreement on Normalization of Relations.

4. Urges the parties to abide by their mutual commitments and to implement fully the Agreement on Normalization of Relations between the Republic of Croatia and the Federal Republic of Yugoslavia of 23 August 1996;

This is the case despite optimism that progress on this issue would follow the signing in August 1996 of the Agreement on Normalization of Relations between the Republic of Croatia and the Federal Republic of Yugoslavia.

4. Urges the parties to abide by their mutual commitments and to implement fully the Agreement on Normalization of Relations between the Republic of Croatia and the Federal Republic of Yugoslavia of 23 August 1996;

UNMOP has avoided any steps that would prejudge the outcome of bilateral political negotiations on the Prevlaka dispute, in accordance with the commitment by both parties in the Agreement on Normalization of Relations to respect the existing security regime established through United Nations monitoring until mutual agreement on Prevlaka is reached.
وقد تجنبت البعثة اتخاذ أي خطوات من شأنها أن تطلق حكما مسبقا على نتيجة المفاوضات السياسية الثنائية بشأن الخلاف حول بريفلاكا، وفقا لالتزام الطرفين، في اتفاق تطبيع العلاقات، باحترام النظام اﻷمني القائم المنشأ بموجب عملية الرصد التي تضطلع بها اﻷمم المتحدة، إلى حين التوصل إلى اتفاق متبادل حول بريفلاكا.

14. Both the Federal Republic of Yugoslavia and Croatia continue to indicate their willingness to resolve their dispute over Prevlaka through bilateral negotiations pursuant to the Agreement on Normalization of Relations signed by them at Belgrade on 23 August 1996 (see S/1996/706, annex).

Since my previous report, the parties have continued to indicate in their contacts with United Nations officials that their bilateral negotiations pursuant to the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia, signed at Belgrade on 23 August 1996 (S/1996/706, annex), have not yet addressed the Prevlaka dispute directly and that there has been no progress towards a settlement.
٣١ - منذ تقديم تقريري السابق، ظل الطرفان يشيران في اتصالاتهما مع موظفي اﻷمم المتحدة إلى أن مفاوضاتهما الثنائية عملا باتفاق تطبيع العلاقات الموقع في بلغراد في ٣٢ آب/أغسطس ٦٩٩١ بين جمهورية يوغوسلافيا الاتحادية وجمهورية كرواتيا )S/1996/706، المرفق( لم تتناول نزاع بريفلاكا بشكل مباشر، وأنه لم يحرز أي تقدم نحو التوصل إلى تسوية.

2. As far as Prevlaka is concerned, the Yugoslav side is fully observant of article 4 of the Agreement on Normalization of relations between the two countries, which provides that a solution to the disputed question should be found through negotiations.
٢ - وفيما يتعلق ببريفلاكا، فإن الجانب اليوغوسلافي يتقيد تماما بالمادة ٤ من الاتفاق المتعلق بتطبيع العلاقات بين البلدين، الذي ينص على ضرورة إيجاد حل للمسألة المتنازع عليها عن طريق التفاوض.

Croatia reiterates its readiness to continue the bilateral negotiations on the security issue of Prevlaka based on the relevant Security Council resolutions, Articles 1 and 4 of the Agreement on Normalization of Relations and the general principles of international law.
