إن أعمال القرصنة المتكررة هذه التي تقوم بها القوات البحرية الأمريكية المتواجدة في منطقة الخليج العربي تمثل انتهاكا للقوانين والأعراف الدولية وتشكل تهديدا خطيرا للسلم والأمن الدوليين.

Maintaining peace and security in the Middle East and the Arabian Gulf region depends, to a great extent, on applying a more comprehensive and transparent concept that entails the removal of weapons of mass destruction.
إن استتباب الأمن والسلم في الشرق الأوسط والخليج العربي يتوقف بشكل أساسي على تطبيق مفهوم أكثر شمولية وشفافية لنـزع أسلحة الدمار الشامل.

I should like to draw your attention to the continuing military preparations being made by the United States of America in the Arabian Gulf region. These include the stockpiling of various types of matériel and weapons, even internationally prohibited weapons, with a view to carrying out wide-ranging acts of aggression against Iraq. This constitutes a serious threat to peace in the region and to international peace and security.
أود أن ألفت أنظار سعادتكم إلى استمرار الاستعدادات العسكرية التي تقوم بها الولايات المتحدة اﻷمريكية في منطقة الخليج العربي والمتمثلة في تكديس أنواع مختلفة من المعدات واﻷسلحة حتى المحرمة دوليا منها، للتهيئة لعمل عدواني واسع النطاق ضد العراق وبما يشكل تهديدا خطيرا للسلم في المنطقة ويهدد السلم واﻷمن الدوليين.

Despite increasing pressure on the international community to put an end to this ongoing genocide, two permanent members of the Security Council -- the United States of America and Britain -- insist on perpetuating this crime to further their plans to destabilize the Arabian Gulf region and preserve its hotbeds of tension with a view to prolonging their hegemony over and military occupation of the region and to plundering its wealth.
والثابت أنه رغم تصاعد مطالبة المجتمع الدولي لإنهاء جريمة الإبادة البشرية هذه، إلا أن الدولتين دائمتَـي العضوية في مجلس الأمن، الولايات المتحدة الأمريكية وبريطانيا، تصران على استمرار هذه الجريمة خدمة لمصالحهما ومخططاتهما في زعزعة استقرار منطقة الخليج العربي لإدامة بؤر التوتر فيها ولإدامة هيمنتها على المنطقة واحتلالها عسكريا وسلب ثروتها النفطية.

The regrettable developments taking place on the security front in the Arabian Gulf region have created serious challenges to the international community due to the sensitive nature of this region and the emergence of new forms of threats, which include terrorist acts, kidnappings and arbitrary killing of hundreds of innocent people in various areas in Iraq and other countries.
إن التطورات الأمنية المؤسفة التي تشهدها منطقة الخليج العربي ما زالت تشكل التحدي الأكبر الذي يواجهه المجتمع الدولي، نظرا لحساسية هذه المنطقة، وظهور أشكال جديدة من التهديدات التي تشكل خطورة مثل أعمال الإرهاب والخطف والقتل المتعمد التي استهدفت المئات من الأبرياء في منطقة متفرقة في الأراضي العراقية وغيرها.

We also wish to note that attempts by non-nuclear-weapon States to produce or acquire weapons of mass destruction -- particularly in such areas of conflict as the Middle East, the Arabian Gulf region and South Asia -- pose a serious threat to regional and international peace and security, heighten tensions among States and undermine confidence-building measures.
كما نؤكد على أن محاولات بعض الدول غير الحائزة لأسلحة الدمار الشامل لإنتاج هذه الأسلحة والحصول عليها، وخصوصا في المناطق التي تشوبها التوترات والصراعات، كمنطقة الشرق الأوسط والخليج العربي وجنوب آسيا، يشكل بحد ذاته تهديدا خطيرا لمسألة الأمن والسلم الإقليميين والدوليين، ومن شأنه أن يزيد التوتر وعدم الثقة والمواجهات بين الدول.
