With regard to the international level, his delegation welcomed the work of the Committee on the Elimination of Racial Discrimination, and hoped that the amendments to the International Convention on the Elimination of All Forms of Racial Discrimination, which provided for the financing of the Committee from the regular budget of the United Nations, would enter into force without delay.

The report of the Secretary-General on the financial situation of the Committee (A/51/430) indicated that to date only 17 States parties had accepted the amendment to the Convention that would authorize the financing of the Committee from the regular budget of the United Nations on a permanent basis; ratification by two thirds of the States parties would be needed before the amendment could enter into force.

With regard to the financing of activities under the Convention, the General Assembly, in its resolution 47/111, had endorsed the amendment to article 8 of the Convention providing for the financing of the Committee from the regular budget of the United Nations and had requested the Secretary-General to take appropriate measures to provide for the financing of the Committee on that basis, beginning with the biennium 1994-1995.

In its resolution 47/111, the General Assembly welcomed the decision taken to amend article 8 and requested the Secretary-General to take the appropriate measures to provide for the financing of the Committee from the regular budget of the United Nations, beginning with the budget for the biennium 1994-1995, and to take the necessary measures to ensure that the Committee met as scheduled until the amendment entered into force.
