My delegation also believes that certain industrialized countries whose contribution to the Organization in terms of both financial resources and peacekeeping should benefit from permanent seats in the expanded Council.

We wish to further suggest that the exercise of veto in the expanded Council should be restricted to only those issues or matters considered critical by the international community.

As is evident in the draft resolution before us, Africa has not considered its own demands, interests and aspirations alone. We have presented an integral vision of a just expansion of the Security Council that takes into consideration the interests of all geographic regions and guarantees a balanced representation of all civilizations and cultures in the expanded Council.
وكما يظهر جليا في مشروع القرار الأفريقي، لم تنشغل أفريقيا فحسب بمطالبها أو تطلعاتها الذاتية، بل حرصت على تقديم تصور متكامل لما تراه توسيعا عادلا للمجلس، على نحو يراعي مصالح المناطق الجغرافية كافة، ويضمن تمثيلا متوازنا لكل الحضارات والثقافات في المجلس الموسع.

We share the opinion that the issue of granting the eventual new permanent members the right of veto should be considered after the specific “personal parameters” of the expanded Council have become clear.
