33. Amendments to the Press Code have decriminalized offences against legislation on the press except for those concerning the internal or external security of the State, incitement to ethnic or tribal hatred and appealing to the police to go against their duties towards the nation (Act No. 2004-015 of 27 August 2004).
33- وقد أُدخلت تغييرات على قانون الصحافة سمحت بإلغاء تجريم جنح الصحافة، إلا في حالة ارتكاب جريمة أو جنحة ضد الأمن الداخلي أو الخارجي للدولة، والتحريض على الكراهية العرقية أو القبلية ودعوة قوات النظام إلى عدم القيام بواجباتها تجاه الأمة (القانون رقم 2004-015 المؤرخ 27 آب/أغسطس 2004).

Finally, it should be noted that article 8 of the draft Penal Code, concerning extraterritoriality, allows for the possibility of initiating legal proceedings in Costa Rica for acts committed abroad, when they jeopardize the internal or external security of the State, in addition to crimes against humanity and other international crimes.

In addition, the passport must also be revoked if the holder's presence abroad gravely interferes with the interests and reputation of the country or if the internal or external security of the country would be endangered (article 25(h) of the CDA).

131- وينص هذا القانون في المادة 31 منه على أنه: " لا يجوز إبعاد الأجنبي من ذوي الإقامة الخاصة إلا إذا كان في وجوده ما يهدد أمن الدولة وسلامتها في الداخل أو في الخارج أو اقتصادها القومي أو الصحة العامة أو الآداب العامة أو كان عالة على الدولة " .
