The multifaceted humanitarian initiative taken in the Russian Federation in 1993 had made a substantial contribution to the success of the International Conference for the Protection of War Victims.

٢٣ - لقد سبق أن قلت في خطابي الى المؤتمر الدولي لحماية ضحايا الحرب الذي عقد مؤخرا هنا في جنيف إن معاناة البشرية من الحربين العالميتين أفضت الى بروز بعض القيم القانونية واﻷخلاقية اﻷساسية التي تفرض حماية الفرد، بما في ذلك حقه في التماس اللجوء والتمتع به.

In its Declaration of 1 September 1993, the International Conference for the Protection of War Victims reaffirmed the need to make the implementation of international humanitarian law more effective.

Secondly, the Swiss Government had been entrusted, following the declaration adopted by the International Conference for the Protection of War Victims, with the task of convening an intergovernmental group of experts to seek practical means of promoting respect for humanitarian law and to prepare a report for States as well as for the next International Conference of the Red Cross and Red Crescent.
١٣ - ثانيا، عهد الى الحكومة السويسرية، عقب اﻹعلان الذي اعتمده المؤتمر الدولي لحماية ضحايا الحرب، بمهمة عقد اجتماع لفريق حكومي دولي من الخبراء للبحث عن الوسائل العملية لتعزيز احترام القانون اﻹنساني وﻹعداد تقرير للدول وكذلك للمؤتمر الدولي المقبل للصليب اﻷحمر والهلال اﻷحمر.

81. ICRC indicated that it was assisting with the substantive preparations for the International Conference for the Protection of Victims of War, to be held at Geneva from 30 August to 1 September 1993, on the initiative of the Swiss Government.
٨١ - وأوضحت لجنة الصليب اﻷحمر الدولية أنها تساعد في اﻷعمال التحضيرية الفنية للمؤتمر الدولي لحماية ضحايا الحرب، المقرر عقده في جنيف، في الفترة من ٣٠ آب/أغسطس إلى ١ أيلول/سبتمبر ١٩٩٣، بناء على مبادرة من الحكومة السويسرية.

Taking as a reference the final declaration of the International Conference for the Protection of War Victims, the Regional Conference had explored the fundamental issues in the field of international humanitarian law, such as enforcement, peace-keeping, peacemaking, the problems of sexual violence and crimes against women and children during armed conflict, the protection of cultural property and the use of land-mines.

Notes with satisfaction that the Twenty-sixth International Conference of the Red Cross and Red Crescent endorsed the Final Declaration of the International Conference for the Protection of War Victims,Ibid., vol. 75, Nos. 970-973. adopted on 1 September 1993, which reaffirms the necessity of making the implementation of international humanitarian law more effective;
٥ - تلاحظ مع الارتياح أن المؤتمر الدولي السادس والعشرين للصليب اﻷحمر والهلال اﻷحمر قد أيد اﻹعلان الختامي للمؤتمر الدولي لحماية ضحايا الحرب)٣(، الذي اعتُمد في ١ أيلول/سبتمبر ١٩٩٣، والذي يعيد التأكيد على ضرورة زيادة فعالية تنفيذ القانون اﻹنساني الدولي؛

The Final Declaration of the International Conference for the Protection of War Victims had listed, in addition to the Geneva Conventions of 1949 and their additional Protocols, the 1981 Convention on Certain Conventional Weapons and its three Protocols, notably the one relating to anti-personnel mines; and the 1954 Convention for the Protection of Cultural Property in the Event of Armed Conflict.
