the International Research Centre on El Niño, in Guayaquil, Ecuador, has been leading efforts to provide decision makers with the information they need to prepare and plan for a response.

He underscored the importance attached by his Government to the International Research Centre on the El Niño Phenomenon in that regard and expressed the hope that, with the assistance of the international community, his country and the rest of the region would no longer be hit by disasters causing incalculable human and material losses.

In support of the initiative, the Andean Disaster Prevention Programme of the Andean Development Bank is currently undertaking an organizational study to help the International Research Centre structure its organizational basis and links with other initiatives and organizations working in the field of El Niño, in particular in the Andean countries.

It hoped that the international community would respond favourably to the project and would provide the technical, scientific and financial support required to enable the International Research Centre on the El Niño/Southern Oscillation to become quickly operational for all countries of the world, especially developing countries which were the most affected by climate change and natural disasters.

15. Ecuador supported the work of the International Research Centre on the El Niño Phenomenon, which had been established there in 2003 with the support of the World Meteorological Organization and the inter-agency secretariat of the International Strategy for Disaster Reduction.

Over the last five years, the Guayaquil-based centre, the International Research Centre on the El Niño Phenomenon, has consolidated its role in Western South America region particularly in identifying and monitoring the El Niño phenomenon, providing information products and tools, and establishing networks for broad dissemination, with over 16,000 contacts.

In response to General Assembly resolution 63/215, the International Research Centre on El Niño, in Guayaquil, Ecuador, has developed into a reference centre on climate services and climate-related disasters risk reduction in the Andean region -- the Western coast of South America -- and globally.

WMO is also involved in regular El Niño monitoring and in the strengthening of the International Research Centre for El Niño, in collaboration with the Government of Ecuador and the Strategy secretariat, in addition to chairing the Task Force working group on climate and disasters.
