The Agreement refers to the report of the Secretary-General on the results of the informal consultations among States held from 1990 to 1994 on the outstanding issues relating to Part XI and related provisions of the Convention.

The Government of the Republic of Uganda was one of the guarantors to the Comprehensive Peace Agreement between the Sudan and South Sudan, and fully supports the ongoing efforts by the African Union High-level Implementation Panel to resolve the outstanding issues relating to the Comprehensive Peace Agreement.

Both the Fifth and the Sixth Committees had considered numerous divergent positions of Member States and the Secretariat, and the Sixth Committee had managed to achieve consensus on most of the outstanding issues relating to the statutes of two new Tribunals.

2. As in previous sessions of the Ad Hoc Committee and the Working Group of the Sixth Committee, consultations focused on the outstanding issues relating to the draft convention and on ways to resolve the differences that existed.
