Taking note of the reports of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of THE PALESTINIAN PEOPLE AND OTHER ARABS of the Occupied Territories submitted to the General Assembly since 1968,
وإذ تحيط علماً بتقارير اللجنة الخاصة المعنية بالتحقيق في الممارسات الإسرائيلية التي تمس حقوق الإنسان للشعب الفلسطيني وغيره من السكان العرب في الأراضي المحتلة، المقدمة إلى الجمعية العامة منذ عام 1968،

3. The human rights of THE PALESTINIAN PEOPLE AND OTHER ARABS of the occupied territories are those referred to by the Security Council in its resolution 237 (1967) as " essential and inalienable human rights " and those rights which find their basis in the protection afforded by international law, in particular in circumstances such as military occupation and, in the case of prisoners of war, capture.
3 - ويشير مجلس الأمن في قراره 237 (1967) إلى حقوق الإنسان الخاصة بالشعب الفلسطيني وغيره من العرب في الأراضي المحتلة بوصفها من " حقوق الإنسان الأساسية غير القابلة للتصرف " وتستند في أساسها القانوني إلى الحماية التي يوفرها القانون الدولي في ظروف محددة، مثل الاحتلال العسكري أو الأسْر في حالة أسرى الحرب.

52. In conclusion, he urged the international community, and particularly the Security Council and the Member States, to ensure that the Special Committee's recommendations were effectively implemented with a view to promoting and protecting the rights of THE PALESTINIAN PEOPLE AND OTHER ARABS of the occupied territories.
52 - وفي الختام، حث المجتمع الدولي، ولا سيما مجلس الأمن والدول الأعضاء، على ضمان تنفيذ توصيات اللجنة الخاصة بشكل فعال وذلك بغية تعزيز وحماية حقوق الشعب الفلسطيني والعرب الآخرين في الأراضي المحتلة.

Not since the inception of its mandate in 1968 has the Committee ever confronted such anger and misery among THE PALESTINIAN PEOPLE AND OTHER ARABS in occupied territories and disrespect for their basic human rights and fundamental freedoms.
