In the present case, it is believed that an important part of the population of the State party identifies itself as being member of one of the three ethnic groups living in the country, either the Tutsis, the Hutus or the Twas, and that important parts of the population are living in conditions which do not guarantee the exercise of human rights under equal terms.

The Committee recommends that the State party ensure that minority representation is as closely in line with their proportion in the population of the State party in accordance with article 5 of the Convention, bearing also in mind the necessity to build trust in the State for all parts of the population.
