At the outset of the debate, the Russian Federation had stated that the situation of human rights in Belarus did not warrant the adoption of a draft resolution by the Third Committee.

In her report on the situation of human rights in Belarus, the United Nations High Commissioner for Human Rights made the following recommendation:
