The Subcommission on Prevention of Discrimination and Protection of Minorities would be better advised to alert the international community to the need to lift the unjust economic embargo imposed on Iraq instead of calling upon it to " facilitate the supply of food and medicines to the civilian population " .
لقد كان حريا باللجنة الفرعية لمنع التمييز وحماية اﻷقليات أن تطالب المجتمع الدولي بضرورة رفع الحصار الاقتصادي الجائر عن العراق بدلا من أن تطالبه " بتيسير إمداد السكان المدنيين بالغذاء والدواء " .

Iraq has previously stated its position with regard to these allegations and has called attention to the character of the objectives that underlie the raising of such matters. ٢٩ - إن العراق سبق وأن بيﱠن موقفه من هذه الادعاءات ونبه إلى خطورة اﻷهداف الكامنة وراء إثارة مثل هذه الحالات التي يراد منها أولا إيقاف عملية التنمية في العراق ومنعه من إيجاد البدائل اللازمة لمواجهة آثار الحصار الاقتصادي الجائر المفروض عليه منذ أكثر من ثلاث سنوات.

69. The Special Rapporteur holds the Government of Iraq responsible for the present suffering of the Iraqi people as a result of the unjust economic sanctions imposed on them since August 1990, inasmuch as it can take the necessary steps to comply with the obligations required for the lifting of the sanctions, in particular by complying with Security Council resolutions 706 (1991) and 712 (1991).
٦٩ - يحمل المقرر الخاص الحكومة العراقية مسؤولية المعاناة الحالية التي يواجهها الشعب العراقي نتيجة لظروف الحصار الاقتصادي الجائر المفروض عليه منذ آب/أغسطس ١٩٩٠، ما دام بإمكانها أن تتخذ الخطــوات اللازمــة لتطبيـــق الالتزامــات المطلوبة لرفع الحصار، وخصوصا تطبيقها لقراري مجلس اﻷمن ٧٠٦ و ٧١٢.

The Security Council has paid no attention to the tragic situation of the Iraqi people resulting from the continued unjust economic embargo that has led to the death of more than 1.7 million Iraqi citizens -- I call the attention of the international community to that figure -- most of them from vulnerable groups, including women, children and the elderly. They have died for no other reason than lack of medicine and food.
إن مجلس الأمن لم يكترث قط للحالة المأساوية التي يعيشها شعب العراق جراء استمرار فرض الحصار الاقتصادي الجائر الذي أدى إلى وفاة أكثر من - وأرجو من المجتمع الدولي أن ينتبه إلى هذا الرقم - 1.7 مليون مواطن عراقي توفوا، ومعظمهم من الفئات الضعيفة، كالأطفال والنساء والشيوخ لا لسبب إلا لنقص الدواء والغذاء.

33. The Special Rapporteur holds the Government of Iraq responsible for the deteriorating health and nutritional situation in Iraq as a result of the circumstances created by the unjust economic embargo imposed on the Iraqi people more than three years ago, because of its refusal to comply with Security Council resolutions 706 (1991) and 712 (1991) (para. 67).
٣٣ - يلقي المقرر الخاص مسؤولية تدهور اﻷوضاع الصحية والغذائية في العراق نتيجة لظروف الحصار الاقتصادي الجائر المفروض على شعب العراق منذ أكثر من ثلاث سنوات على عاتق حكومة العراق " لرفضها الامتثال لقراري مجلس اﻷمن ٧٠٦ و ٧١٢ " )الفقرة ٦٧(.

١٩ - وذكر أن جميع الخطوات التي اتخذتها الحكومة العراقية عبر ما يزيد عن عقد قد تعطلت كثيرا في الوقت الحاضر بسبب استمرار الحصار الاقتصادي غير العادل المفروض على العراق، بالرغم من زوال مبررات فرضه.

69. Lastly, he drew attention to the continuing impediment to the advancement of women in Cuba caused by the unilateral and unjust economic embargo imposed by the United States of America. The embargo was even being strengthened in open defiance of the will of the international community.
