19. As stated by the Secretary-General on 26 June 2014, the Fund is a practical tool of the United Nations to extend prompt assistance to victims of torture and their families.

Impunity for acts of torture is the rule, and consequently victims of torture and their families are left without recourse to adequate justice, compensation and rehabilitation. "
