Iraq was categorically opposed to the stationing of human rights monitors in its territory, which would amount to serious interference in its internal affairs.
وأعلن عن معارضة العراق رسميا لوضع مراقبين لحقوق اﻹنسان في أراضيه، اﻷمر الذي يشكل تدخلا خطيرا في شؤونه الداخلية.

He called on Iraq to respect human rights and to allow the immediate and unconditional stationing of human rights monitors throughout the country, especially in the southern marshes, where the population was being systematically persecuted.
ودعا العراق إلى احترام حقوق اﻹنسان، وإلى السماح بتواجد مراقبين لحقوق اﻹنسان في جميع أنحاء البلد بشكل فوري وغير مشروط، ولا سيما في منطقة اﻷهوار الجنوبية، حيث يضطهد السكان بشكل منتظم.

It urged the Government of Iraq to allow the stationing of human rights monitors throughout the country.
وأنها تحث الحكومة العراقية على السماح بوزع مراقبين لحقوق اﻹنسان في جميع أرجاء البلاد.

Moreover, the deployment of human rights observers in Iraq constituted a further interference in its internal affairs and ran counter to the principles of the Charter of the United Nations.
وأضاف قائلا إن نشر مراقبين لحقوق اﻹنسان في العراق يشكل تدخلا آخر في شؤونه الداخلية ويتعارض مع مبادئ ميثاق اﻷمم المتحدة.

63. Naturally, Iraq could not tolerate the stationing of human rights monitors within its territory, since, like other countries, it deemed that to be interference in its internal affairs.
٦٣ - واستطرد قائلا إن من الطبيعي أن لا يسمح العراق بنشر مراقبين لحقوق اﻹنسان في أراضيه، نظرا ﻷنه، مثل دول أخرى، يعتبر ذلك تدخلا في شؤونه الداخلية.

Moreover, if the Government is confident that the Special Rapporteur is mistaken in his reporting of the situation, then the deployment of human rights monitors in Iraq should pose no difficulty to the Government.
وعلاوة على ذلك، وإذا كانت الحكومة واثقة من أن المقرر الخاص مخطئ فيما ينقله بشأن هذه الحالة، إذاً لا ينبغي أن يشكل وزع مراقبين لحقوق اﻹنسان في العراق أي صعوبة للحكومة.

Lastly, paragraph 3, which called upon Iraq to allow the stationing of human rights monitors throughout the country, constituted interference in the affairs of a Member State and was thus contrary to the Charter of the United Nations.
وختم قائلا إن الفقرة ٣ التي تدعـو العـــراق إلى أن يسمح بنشر مراقبين لحقوق اﻹنسان في كامل أنحاء البلد تمثل تدخلا في الشؤون الداخلية لدولة عضو وتتنافي مع ميثاق اﻷمم المتحدة.

But, to remove any doubt as to the extent of the application of such laws and their effects, the Special Rapporteur reiterates that the stationing of human rights monitors throughout the country would constitute a reliable means of determining the facts beyond reasonable doubt.
ولكن بغية إزالة أي شك فيما يتعلق بمدى تطبيق هذه القوانين وآثارها، يكرر المقرر الخاص أن وضع مراقبين لحقوق اﻹنسان في جميع أرجاء البلد سيشكل وسيلة يُعوﱠل عليها لتحديد الحقائق دون شك معقول.

However, direct access to locations within Iraq has again not been possible owing to the Government's refusal so far to cooperate with the United Nations in receiving a return visit of the Special Rapporteur to Iraq or to accept the stationing of human rights monitors throughout Iraq pursuant to resolutions of the General Assembly and the Commission on Human Rights.
إلا أنه لم يمكن مرة أخرى الوصول المباشر إلى المواقع داخل العراق نظرا لرفض الحكومة حتى اﻵن التعاون مع اﻷمم المتحدة في استقبال المقرر الخاص للعراق في زيارة ثانية أو قبول تمركز مراقبين لحقوق اﻹنسان في مختلف أنحاء العراق عملا بقرارات الجمعية العامة ولجنة حقوق اﻹنسان.

85. The Special Rapporteur carried out a fact-finding mission to Kenya, Uganda and Eritrea during the period under review, and at the same time was assessing the possibilities of the placement of human rights monitors in such locations as would facilitate improved information flow and assessment and would help in the independent verification of reports on the situation of human rights in the Sudan.
٥٨- وقد سافر المقرر الخاص في بعثة لتقصي الحقائق الى كينيا وأوغندا واريتريا أثناء الفترة قيد الاستعراض، وكان في الوقت ذاته يقوم بتقييم إمكانيات وضع مراقبين لحقوق اﻹنسان في مناطق من شأنها تيسير تدفق وتقييم المعلومات والمساعدة في إجراء عملية تحقق مستقلة بشأن حالة حقوق اﻹنسان في السودان.

His delegation was firmly opposed to the deployment of human rights observers in Iraq since it believed that no decision whatsoever should be taken until Iraq had been consulted on the matter.
وأوضح قائلا إن وفد بلده يعارض بشدة نشر مراقبين لحقوق اﻹنسان في العراق ﻷنه يعتقد أنه لا ينبغي اتخاذ أي قرار كان إلى أن تتم استشارة العراق بشأن هذه المسألة.

However, owing to voluntary contributions, particularly that of the European Commission, the High Commissioner was able to deploy five human rights observers in the Human Rights Field Operation in Burundi as of 19 April 1996.

(v) That, irrespective of the position of the Government of Iraq with regard to the stationing of human rights monitors within the country, sufficient human and material resources be provided for the sending of human rights monitors to such locations as would facilitate improved information flow and assessment and would help in the independent verification of reports on the situation of human rights in Iraq.
