In its second report (2004), Lebanon reviewed the general legal framework and constitutional guarantees of equality between man and woman, affirming that the Lebanese Constitution contains no provision that discriminates against women but, indeed, enshrines the equality of all citizens before the law, without discrimination.

53. Lebanon ratified the Convention on the Elimination of all Forms of Discrimination against Women on the basis of Law 572 (24 July 1996), without reservation to article 2 of the Convention. The Lebanese Constitution thus contains no provision discriminating against women and, indeed, enshrines the equality of all citizens before the law, without discrimination.

In its reports of 2000 and 2004, Lebanon affirmed that its Constitution establishes the equality of all citizens before the law, without discrimination, and that a number of positive laws, either prior or subsequent to its accession to the Convention on the Elimination of all Forms of Discrimination against Women, include explicit provisions affirming equality or outlawing discrimination on any basis whatsoever, including that of gender.

That requires either an amendment to the Constitution by rewriting the provisions of its article 2, second subparagraph, which states that " the Gabonese Republic ensures the equality of all citizens before the law without distinction based on origin, race, sex, opinion or religion " , or an insertion in the Civil Code (which has the force of law) based on the current drafting of the Constitution and the CEDAW Convention.
