وهي لا تزال مقتنعة بأن بناء اتحاد مغاربي مع احترام سيادة الدول الأعضاء فيه وسلامتها الإقليمية، بما يتماشى مع المادة 15 من معاهدة مراكش لسنة 1989، من شأنه الإسهام دون شك في الأمن الإقليمي والدولي، وبخاصة في المنطقة الأوروبية والمتوسطية.

Regarding the Arab Maghreb region, Algeria's commitment to build a unified, stable and prosperous Maghreb is based on our conviction that Maghreb unity is a strategic option dictated by the aspirations of the peoples of the region and by the current international situation, which encourages integration and the formation of blocs.
فبالنسبة للمنطقة المغاربية، فإن التزام الجزائر ببناء صرح مغاربي موحد، مستقر ومزدهر، ينبع من قناعتها بأن الوحدة المغربية خيار استراتيجي تفرضه طموحات شعوب المنطقة ويمليه في نفس الوقت الظرف الدولي الراهن الذي يجنح نحو الاندماج والتكتل.

Given the blocs and groupings that characterize the world today and the challenges imposed by the current economic situation, we believe that it is necessary to pursue efforts to give fresh impetus to the Arab Maghreb Union as well as a new dynamism to its various organs, while strengthening cooperation among its members so that it may discharge its mission by taking up development challenges and building an integrated Maghreb economy.
وفـــي ظـــل مــا يشهده العالم حاليا من تكتلات، وما تفرضه الظرفية الاقتصادية من تحديات، فإننا نؤمن بضرورة مواصلة الجهود من أجل بعث نفس جديد في اتحاد المغرب العربي، وتنشيط مختلف أجهزته، وتعميق أواصر التعاون بين أعضائـــه، حتى يفي برسالته في مواجهة تحديات التنمية وبناء اقتصاد مغاربي متكامل.

16 - والبُعد البشري ذو أهمية رئيسية في الشراكة الأوروبية - المتوسطية اليوم، نظرا لحجم تنقّل الأشخاص بين ضفتي البحر الأبيض المتوسط من جهة، ولوجود عدد كبير من الأشخاص جلّهم من أصل مغاربي يقيمون بصورة شرعية في الدول الأوروبية من جهة أخرى.

32. Morocco aspired to a united Maghreb, based on respect for territorial integrity, reconciliation and a sincere commitment to build an economically and politically strong Maghreb that was able to deal with the security threats on its borders.
32 - وأضاف قائلاً إن المغرب يتطلع إلى إقليم مغاربي متحد، استناداً إلى احترام السلامة الإقليمية والوفاق والالتزام المخلص لإقامة اتحاد مغاربي قوي اقتصادياً وسياسياً يستطيع أن يتعامل مع تهديدات الأمن على حدوده.

The Secretariat-General re-sent these letters on 4 November 2007 but no reply has been received to date from either;
