7. The Committee accordingly, in the interest of mankind, calls upon all States, whether parties to the Covenant or not, to take urgent steps, unilaterally and by agreement, to rid the world of this menace.

وفي هذا الصدد تشير اللجنة إلى حكمها السابق وتكرر أن محاكم الدول أطراف العهد يرجع إليها بصفة عامة تقييم الوقائع واﻷدلة في أي قضية معينة، وتشير إلى أن المحاكم الجامايكية فحصت مزاعم صاحب البلاغ ووجدت أنه لم يتم الحصول على البيان عن طريق التعذيب.
